Background: The Parental Notice of Abortion Law in Illinois (PNA) is an invasive government mandate that limits timely access to reproductive health services for young people, denies their medical confidentiality, and puts them in danger of violence, homelessness, or unsafe means of abortion..

PNA drives young people to seek unsafe or illegal abortions to avoid having parents notified of their choice to have a safe procedure done by medical providers. It means that young people who are being abused at home or pregnant by means they have not consented to have to confront abusers in humiliating ways, or may be subjected to homelessness and violence by parents who disapprove of their pregnancy. Those who are not interested or able to parent for mental, emotional, financial reasons or otherwise may be coerced into parenting by their own parents.

Further, it means that young people who are already fearful of the judicial system may take desperate measures to avoid standing before a judge to obtain judicial bypass.

Youth and adults can have safe, affirming, healthy conversations about sex and sexuality without legislating them. Although most young people go to a caring adult for support, it is not always possible to ask a parent or guardian. Unfortunately, one third of youth are living in unsafe home situations that can be aggravated by forced family communication. As such, this Parental Notice Law is nothing short of a dangerous barrier to healthcare access.
